SUMMARY: The Federal Deposit Insurance Corporation The (FDIC) is making technical corrections to two regulations to reflect a reorganization and name change of the former Consumer Service Center. The new name is the National Consumer and Depositor Assistance Center (NCDA). The two regulations are the of the FDIC Fair Housing Rule and Insurance Sales Consumer Protection Rule.

Background The final regulations subject to this technical correction are the Fair Housing Rule and the Insurance Sales Consumer Protection Rule. The Fair Housing Rule prohibits FDIC– supervised institutions from engaging in discriminatory advertising involving residential real estate transactions. The Insurance Sales Consumer Protection Rule prohibits certain actions in connection with retail sales practices, solicitations, advertisements or offers of insurance products.

Need and effects of technical correction

Historically, the FDIC operated two separate offices to manage consumer and depositor support functions, the Consumer Response Center and the Deposit Insurance Division respectively. To improve the efficiency and effectiveness of these offices and to better serve consumers and depositors, the FDIC consolidated the two offices under one organization, entitled the National Consumer and Depositor Assistance Center.

To ensure that consumers have the most up-to-date information on how to contact the FDIC to file consumer complaints and deposit insurance requests, the FDIC makes technical corrections to 12 CFR part 338 and 12 CFR part 343 to replace references to “Consumer Response Center” with “National Consumer and Depositor Assistance Center” and to correct the web addresses.

This technical fix may benefit some consumers by making it easier for them to contact the FDIC regarding complaints or questions about deposit insurance. The fix doesn’t change anything FDIC requirements affecting its supervised institutions.
